“Do I need primer, undercoat, or both?” is one of the most common questions asked by UK homeowners tackling a decorating project. The short answer: it depends on the substrate, the finish you are applying, and how much preparation work has gone before. This guide unpacks each product, explains how they interact, and tells you when you can skip a stage — and when skipping it will cost you.
What Each Product Actually Does
The three-stage paint system (prime, undercoat, topcoat) exists because no single product can do all three jobs well at once.
Primer is the first coat applied to a bare or porous surface. Its primary job is adhesion: it penetrates the substrate and creates a key for subsequent coats. A good primer also seals the surface so that topcoats do not soak in unevenly. Different substrates need different primers — wood, metal, plaster, MDF, concrete and previously painted surfaces each have different requirements.
Undercoat sits between primer and topcoat. Its job is to build opacity, block any staining or tannin bleed-through from the substrate, and provide a smooth, flat surface for the topcoat to sit on. Undercoat has high pigment loading; it is not designed to be a finish coat (it lacks the hardness and sheen of a topcoat) but it significantly reduces the number of topcoats needed to achieve an even colour.
Topcoat is the final coat — the one people actually see. It provides the specified sheen level (matt, eggshell, satin, gloss), the final colour, and the surface hardness that determines durability and washability.
Primers by Substrate

A note on “all-in-one” products: many DIY-market paints are labelled “primer and undercoat in one” or “paint and primer in one.” These can work acceptably on previously painted, non-problematic surfaces. On bare wood, MDF or new plaster, a genuine dedicated primer will always give a better foundation.
The Classic Woodwork System
Painting woodwork (doors, skirting boards, architrave, window frames) correctly is where the primer/undercoat/topcoat system really earns its keep. The full system is:
- Prepare the surface — sand with 120 grit, fill any holes with wood filler, re-sand when dry
- Primer — one coat of wood primer; allow to dry fully (2–4 hours for water-based, 4–6 hours for oil-based)
- Undercoat — one or two coats; sand lightly between coats with 180–240 grit; this is where any remaining filling or imperfections become visible
- Topcoat — one or two coats of gloss, satinwood or eggshell; sand with 400 grit between coats for a smooth finish
Total drying time for an oil-based full system: allow 24 hours minimum between coats to avoid solvent trapping. Water-based systems dry faster (often 2–4 hours between coats) but generally need an extra coat to match the opacity of oil-based.
MDF: The Special Case
MDF is one of the most commonly misunderstood substrates for decorators. The face of MDF panels accepts paint reasonably well, but the cut edges are extremely absorbent — they will drink primer, undercoat and topcoat without ever reaching a smooth finish unless you take an additional step. Options:
- Dedicated MDF primer applied liberally to edges; allow to soak in, then apply a second coat; sand with 180 grit
- Diluted PVA (1 part PVA to 4 parts water) wiped onto edges; allow to dry; then prime as normal
- Fine filler or raking compound worked into edges; sanded back; then a standard primer is sufficient
Skipping edge preparation on MDF results in the characteristic “fluffy” raised grain that is visible through topcoats and virtually impossible to sand back properly once painting has started.
When You Can Skip Primer
There are legitimate situations where primer is unnecessary:
- Re-painting a wall that is already in good condition — if the existing emulsion is sound, clean and lightly scuffed, you can apply new emulsion directly
- Same colour / similar colour repaint — where coverage is not an issue
- Purpose-made products — some masonry paints contain their own primer; some kitchen/bathroom paints are self-priming; read the technical data sheet to be sure
What you cannot skip primer on: bare wood, bare metal, new plaster, MDF edges, or any surface where adhesion might be compromised. Trying to apply a topcoat directly to bare softwood, for example, will result in uneven sheen (timber absorbs differently at different grain angles), poor adhesion at resin pockets, and a noticeably thin finish.
Oil-Based vs Water-Based Systems
The industry has largely moved to water-based (acrylic) alternatives for health, convenience and VOC regulation reasons. Water-based systems dry faster, have lower odour, clean up with water, and are now the standard in most domestic decorating. However, oil-based products (alkyd systems) still have advantages:

For woodwork in high-traffic areas (hallway doors, stairs, skirting boards), many professional decorators still prefer an oil-based undercoat under a water-based topcoat — combining the hardness and filling power of alkyd with the non-yellowing topcoat of an acrylic.
You can mix systems (oil undercoat, acrylic topcoat) but never the other way round: applying an oil-based product over a water-based one risks adhesion failure.

Understanding why you are applying each product — not just mechanically following a sequence — is what separates a finish that lasts from one that starts failing within two or three years. The products are inexpensive; the labour to redo a poorly prepared room is not.
