A fireplace does two things at once: it heats a room and anchors the space around it. Whether you are reinstating a bricked-up Victorian hearth, fitting a wood-burning stove in a cottage, or installing a gas fire in a new build that has no chimney, the options — and the regulatory requirements — are wider than most homeowners expect.

This guide covers every common fireplace type, the flue system each one needs, the certifications required by law, what Building Regulations demand, and realistic 2026 costs for the UK. It is written without preference for any particular brand or fuel type.

Types of Fireplace

Open fire

A traditional open fire burns solid fuel (wood, coal, smokeless fuel) on a grate in an open hearth. It is the least efficient option — typically 20–30% efficiency — because most heat escapes up the chimney. Open fires require an existing masonry chimney or a fabricated flue system, and in Smoke Control Areas they can only burn approved smokeless fuels unless the fireplace itself holds a DEFRA exemption (rare for open fires).

Wood-burning stove

A wood-burning stove is a sealed appliance with a controlled air supply. Modern HETAS-approved models reach 75–85% efficiency. Most stoves on sale today are DEFRA-exempt for use in Smoke Control Areas, provided they are fed with dry seasoned or Woodsure-certified wood with moisture content below 20%. A dedicated liner is almost always required.

Multi-fuel stove

Structurally similar to a wood-burning stove but with a riddling grate that allows the use of mineral smokeless fuels as well as wood. Multi-fuel stoves typically run slightly less efficiently on wood than a dedicated wood-burner because the grate design is a compromise. In Smoke Control Areas the same DEFRA exemption rules apply: check the specific model is listed.

Gas fire — inset and freestanding

Gas fires connect to the mains gas supply and require Gas Safe installation regardless of flue type. Inset gas fires sit within a fireplace opening and often use a conventional flue into an existing chimney. Freestanding or hole-in-the-wall models are more commonly paired with a balanced flue. Gas fires are fully suitable for Smoke Control Areas because they produce no visible smoke.

Electric fire

Electric fires have no flue requirement and no combustion, making them the simplest option to install. Running costs are higher per unit of heat than gas or solid fuel in most UK tariff scenarios, though they are 100% efficient at point of use. They are suitable everywhere, including Smoke Control Areas, and require no building notice for a like-for-like replacement.

Bioethanol fire

Bioethanol fires burn denatured alcohol and produce water vapour and CO2 but no smoke or soot, so no flue is required. They are decorative rather than primary heating appliances — a 1–2 kW output is typical. No certification or building notice is required for most installations, though adequate room ventilation remains important.

Flue Types

The flue carries combustion gases safely out of the building. Choosing the wrong flue type is a common — and potentially dangerous — error.

Masonry chimney (existing)

An existing brick or stone chimney provides a natural flue path and can serve open fires, solid fuel stoves, and gas appliances. Before use, the chimney must be swept and inspected: a CCTV survey (£80–£200) will reveal spalling brickwork, blockages, or missing mortar joints. Most stoves require a flexible stainless steel liner installed inside the existing chimney — the raw chimney stack alone is rarely adequate for a modern sealed appliance.

Prefabricated twin-wall insulated flue system

Where no chimney exists, a twin-wall insulated metal flue system can be built internally through a false chimney breast or externally on an outside wall. Twin-wall systems maintain flue gas temperature, improve draw, and can be installed by a HETAS-registered engineer without a masonry structure. They are used for solid fuel stoves, biomass boilers, and some gas appliances. External runs require weather-proof cladding or casing.

Balanced flue (room-sealed)

A balanced flue draws combustion air from outside and expels exhaust through a concentric (pipe-within-pipe) terminal mounted on an external wall. The appliance is entirely room-sealed: it takes no air from the room and does not require a chimney or conventional flue. Balanced flues are standard on modern gas fires and sealed-combustion gas appliances. No permanent ventilation of the room is required specifically for the appliance’s combustion, though general room ventilation rules still apply.

Power flue (fan-assisted)

A power flue uses an electric fan to extract combustion gases and can discharge horizontally through a wall or at low level, giving more flexibility where a conventional vertical flue run is impractical. Used for gas appliances. The fan is an additional component that can fail, so maintenance access and a service regime matter.

HETAS Certification

HETAS (Heating Equipment Testing and Approval Scheme) is the official UK body that approves solid fuel heating appliances, fuels, and the engineers who install them. Using a HETAS-registered installer for any solid fuel appliance — wood-burning stove, multi-fuel stove, open fire, biomass — means the engineer can self-certify the work under Building Regulations Part J without you having to submit a separate building notice to the local authority. The installer issues a commissioning certificate; keep it with your property records.

HETAS registration is not optional if you want the work to be legally compliant. An unregistered installer can still do the work, but you must notify Building Control separately and pay the application fee (typically £100–£250 depending on council).

Gas Safe Registration

All gas fire installations — regardless of flue type — must be carried out by a Gas Safe registered engineer. Gas Safe is the statutory registration scheme in Great Britain; it replaced CORGI in 2009. When an engineer visits, they are legally required to carry their Gas Safe ID card; you are entitled to ask to see it and to verify their registration at GasSafeRegister.co.uk. The card lists the categories of gas work they are qualified to undertake: check that “domestic gas appliances” is included.

Do not commission a gas fire installation from anyone who is not on the Gas Safe register — it is illegal for them to carry out the work, and your home insurance will typically be void if a fault arises.

Building Regulations Part J

Part J of the Building Regulations (England and Wales) covers combustion appliances and fuel storage. Any new fireplace or stove installation that requires a new hearth, flue, or chimney must comply with Part J and, in most cases, be notified to Building Control — either by submission of a building notice, or through a competent person scheme such as HETAS.

Key Part J requirements include:

  • Hearth size: the constructional hearth (the non-combustible structural hearth built into the floor) must be at least 840 mm × 840 mm and at least 125 mm thick. A superimposed hearth (a decorative tile or stone layer on top) can be thinner but must also be non-combustible.
  • Flue size: a minimum 200 mm internal diameter for open fires; 150 mm for most solid fuel stoves up to 20 kW output.
  • Clearances: minimum distances between the appliance and combustible materials are set out in Part J; your HETAS engineer will calculate these.
  • Register plate: a non-combustible plate sealing the old fireplace opening above a stove (leaving only the flue pipe outlet) is required to prevent downdraught and debris.
  • Throat restrictor: fitted above an open fire to reduce the chimney opening, improving draw efficiency and reducing heat loss. Required or recommended in most open fire installations.

Register Plate and Throat Restrictor

A register plate seals the original fireplace opening above the stove’s flue collar, preventing cold air from falling around the stove and warm room air from escaping up the unused upper chimney. It is typically fabricated in steel and sealed with fire-rated rope or silicone. A sealable access hatch is usually included for inspection and sweeping.

A throat restrictor is a cast iron or steel plate narrowing the flue entry above an open fire. It reduces the open chimney throat from its original (typically oversized) dimension, improving draw velocity and reducing the volume of warm room air lost directly up the chimney. Both items are straightforward to install and contribute meaningfully to the efficiency and safety of the installation.

Chimney Liner Installation

A chimney liner — a continuous tube running inside the chimney from the appliance flue collar to the chimney pot — is required for most stove and many gas fire installations. It prevents combustion gases seeping through ageing masonry and improves draw by maintaining a consistent flue diameter.

Flexible stainless steel liner (usually grade 904L for solid fuel, 316L for gas) is the most common type for existing chimneys because it can navigate bends in the stack. Rigid sectional stainless liner is used in straight chimneys or new twin-wall installations.

Standard diameter requirements:

  • Wood-burning and multi-fuel stoves up to 20 kW: 150 mm internal diameter
  • Open fires: 200 mm internal diameter minimum
  • Gas appliances: as specified by the manufacturer and Gas Safe engineer

The liner is installed from the top, pulled through from below, and connected to the appliance flue collar at the bottom and a terminal or pot liner at the top. A vermiculite infill or insulating wrap around the liner in the chimney void improves draw and reduces condensation of acidic flue gases.

Smoke Control Areas and DEFRA Exemptions

Most urban and many suburban areas in England are designated Smoke Control Areas under the Clean Air Act 1993. In these areas it is an offence to emit dark smoke from a chimney and, in practice, to burn wood or coal in an appliance that is not DEFRA-exempt.

Check whether your property is in a Smoke Control Area via your local council’s website or the national Smoke Control Areas lookup at smokecontrol.defra.gov.uk. If you are in a controlled area:

  • You can burn smokeless fuel (approved for Smoke Control Areas) in any appliance.
  • You can burn wood in a DEFRA-exempt stove — most modern wood-burning stoves sold in the UK carry this exemption.
  • You cannot burn wood in a non-exempt appliance, including most open fires.
  • Gas and electric fires are unaffected.

Ventilation Requirements

Combustion appliances consume oxygen from the room. If the room is well-sealed (modern double-glazed windows, draught-proofed doors), there may be insufficient air for safe combustion, leading to incomplete combustion and the risk of carbon monoxide production.

Part J and manufacturers’ installation instructions require a permanent air vent if the room does not have sufficient natural ventilation. The threshold for solid fuel appliances is generally calculated based on the appliance’s air requirement in m³/hour; a HETAS engineer will assess this. As a rule of thumb, appliances over 5 kW in well-sealed modern rooms routinely require a dedicated permanent vent.

A carbon monoxide alarm conforming to BS EN 50291 is a legal requirement in any room containing a solid fuel burning appliance in England and Wales (Smoke and Carbon Monoxide Alarm Regulations 2015, amended 2022). A smoke alarm on the same floor is also required.

Grants and Financial Support

No mainstream UK grant covers standalone fireplaces or decorative stoves. However:

  • ECO4 (Energy Company Obligation 4): may fund biomass boilers — not standalone stoves — for eligible households on means-tested benefits. Contact your energy supplier or an ECO4 broker for an eligibility check.
  • Boiler Upgrade Scheme (BUS): covers air source heat pumps, ground source heat pumps, and biomass boilers in eligible rural properties. It does not cover standalone wood-burning or multi-fuel stoves, open fires, or gas fires.
  • Local council support: some councils in Smoke Control Areas offer part-funded installation of DEFRA-exempt stoves to encourage householders away from open fires burning raw coal. Check your local council’s air quality pages.

If your property is off-grid or in a rural area without mains gas, a HETAS-certified wood-burning stove paired with a correctly sized flue can be a cost-effective primary heat source. In those circumstances, discuss installer costs and fuel supply logistics at the same time as the appliance choice.
